Second Meeting of the CMS Dugong MOU Technical Advisory Group Held to Advance Scientific Guidance for Dugong Conservation
The Second Meeting of the Technical Advisory Group (TAG) to the Memorandum of Understanding on the Conservation and Management of Dugongs and their Habitats throughout their Range (Dugong MOU) was convened online by the Dugong MOU Secretariat on 2 July 2026, bringing together experts from across the dugong's range to strengthen the scientific and technical foundations of dugong conservation.
Building on the outcomes of the first TAG meeting, held on 3 April 2023, the meeting provided an opportunity to review progress made under the Dugong MOU and identify priorities for its continued implementation. Discussions focused on key scientific and technical priorities, including proposed updates to the Conservation and Management Plan (CMP), national reporting framework, and other implementation tools to ensure they remain relevant and effective in guiding dugong and seagrass conservation.
Reconnecting the TAG
The meeting formed part of the Secretariat's ongoing efforts to strengthen the role of the TAG as the principal scientific and technical advisory body to the Dugong MOU. In opening the meeting, the Secretariat introduced its new team and reaffirmed its commitment to convening regular biannual TAG meetings, supported by ad hoc consultations where required, to strengthen scientific collaboration across the dugong's range.
Discussions focused on priorities for the current intersessional period and on enhancing the effectiveness of the TAG through more regular engagement, knowledge exchange, and technical collaboration.
Strengthening the Scientific Framework of the Dugong MOU
Participants discussed the composition of the TAG, its roles and Terms of Reference, including the nomination and election of the TAG Chair. The Secretariat also presented updates on activities undertaken since the previous meeting and outlined priorities for the coming period.
Proposed amendments to the CMP were reviewed to support its continued alignment with current scientific knowledge, conservation priorities and management needs across the dugong's range.
Improving Reporting and Knowledge Sharing
Participants also reviewed proposed revisions to the National Report Form to improve the consistency and effectiveness of reporting by Signatory States under the Dugong MOU. The meeting further considered options for updating the Global Assessment of Dugong Status and Conservation Needs, a key reference document that informs conservation planning and decision-making across the dugong’s range.
Preparations for the Fourth Meeting of the Signatories (MOS4)
The outcomes and recommendations of the second TAG meeting will help inform preparations for the Fourth Meeting of the Signatories (MOS4) to the Dugong MOU. During the meeting, the Secretariat provided an update on planning for MOS4, noting that hosting arrangements are currently being explored with a view to convening the meeting during the second or third quarter of 2027.
The scientific and technical advice developed through TAG will provide an important foundation for discussions and decision-making at MOS4, supporting the continued implementation and future direction of the Dugong MOU.
Supporting Long-Term Dugong Conservation
The meeting reaffirmed the essential role of the TAG in providing independent scientific and technical advice to the Dugong MOU. Through continued collaboration among experts, governments, and the Secretariat, the TAG will continue to support evidence-based, coordinated conservation action to address the challenges facing dugongs and their seagrass habitats.
